There's another Tom Delay quote we should all rememeber: DeLay was having dinner at a restaurant in a government building. He lit up a cigar. The waitress informed him that it violated government regulations to smoke in a government building. DeLay replied, "I am the government."

I believe that's how DeLay views himself -- he thinks he is the government. That's why it's okay for him to violate ethics rules -- he's the government so he's above them. If judges insist on following the law, but that produces a result DeLay doesn't like, he threatens to get even with them -- even if they happen to be conservative Republican judges. After all, if you rule contrary to DeLay's wishes (even if you're following the law) you have committed treason in DeLay's view, because you are disobeying "the government" -- him! If you don't like the results of an election, and you are "the government" you simply throw out the results, re-draw the lines, and annoint whomever you want to make a member of congress. After all, you are "the government".
In 407 B.C., Plato observed, "Good people do not need laws to tell them to act responsibily, while bad people find a way around the law." The latter clause clearly describes the majority leader.
